Hint: a two step process
  1. Create a layer for the solid yellow area:
    • Make a mask in the shape of the glass window. Note that the edge of the window is straight. Choose the right tools to select.
    • Use that mask to add yellow into the area
    • You may need to tweak the blending mode and opacity so it fits into the picture

  2. Create a second separate layer for the glow
    • Duplicate the same mask of the glass (use Add Mask to Selection by right clicking on the original mask).
    • Blur the duplicate mask so that you have a blurry masks in the shape of the glass. Make sure you are blurring the mask.
    • Use that blurry mask to add yellow
