Abstract: In 1976, Irving Segal proposed a new model for time and space. He called it Universal Space. The model derives, in mathematically natural manner, from the fact that Maxwell's Equations are Conformally Invariant. It leads to a novel and provocative reinterpretation of the RedShift and the Cosmic Background Radiation, which figure in modern cosmology. In this lecture, we will summarize and evaluate these matters.
